First, you have already said that this person has documented psychiatric problems. That explains his behavior. Reporting him to authorities is not going to improve his tendencies. All being imprisoned is going to do is cause him to become more angry and aggressive. Yes, being behind bars will stop this, but this man needs intense psychiatric help. It sounds to me as if he has a brain chemical imbalance.
