when I read this disturbing article was just another form of genocide, since the article claims that most of the children in ICC are African American.

Well, we couldn't kill them off with syphilis as in Tuskeegee, Alabama and who knows how many other undisclosed "public health departments." So Margaret Sanger opens the first abortion clinics in inner city areas dominated by the African American population. Innacurate testing, mandatory drug consumption for HIV? If this doesn't work, what next? Amazing!!
