All of these signs do suggest a pre-pre-eclamsia condition. I would suggest showing her the supplementation recommendations for pregnancy in 'Dr Mom's Healthy Living'. In order to know for sure I would need to see what her urine is showing.

She needs to be walking every day, eating plenty of live foods, getting enough water to drink (quite often when people think they are retaining fluids - they stop drinking), taking the right supplements so she is getting the vitamins, minerals, fats, proteins, etc. to maintain a healthy pregnancy. If she started swelling when she started the new prenatals, I would not assume it was a coincidence. If she is concerned about her thyroid, she can safely start adding kelp/thyroid formula to her routine.
