I suggest to use the actual seeds or the oil extracted from the seeds. The powder of the seeds may not be useful since the precious oil may have already been evaporated/lost. So buy the seeds or the oil extract.
It is important to use BLACK cumin seeds. Black cumin have no relationship to the herb cumin. The actual name of Black Cumin seeds is Nigella Sativa, and these are called Black seeds, black cumin seeds, black caraway, or even coriander seeds in US. There are many names and I would not trust any name unless it has Nigella Sativa written in parantheses.

I did a search about where you could find the seeds in US. I am astonished that Whole Foods Markets do not carry it. I did not check the Mediterrenean and Middle east stores. There is a chance that you may find the seeds there.

If you prefer to buy the oil rather than the seed: take a teaspoon or tablespoon of the nigella sativa oil (adjust dosage depending on the strength of oil) and mix it with 1 tablespoon of some extra virgin olive oil before massaging to your hair. And if you want, you can add a raw egg yolk to your oil mixture.
I also noticed that an online Turkish grocery store carries Nigella Sativa. visit http://www.bestturkishfood.com Click Dry Goods, click Herbs and Spices. Arifoglu brand Black Cumin Seeds are available there in 200gr (=7oz) packages.
Those are the results of searches that I have done. I am not promoting any of the brands above, I just gave you some options, since I saw that you had difficulty in finding Nigella Sativa.
