DM is good antitussive Benson et al. J. Pharmacol. Exptl. Therap 109, pp189 (1943). Plus has no addition liability. Eddy et al. World Health Organization 14, 353 (1956) I doubt it could survive 66 years on the market if it were non-efficacious. Look at structure of morphine alkaloids which are definitely antitussive and compare DM.
What is likely going on is that the latest medline "study" is a crock of you know what, and is a part of a behind-the-scenes drive to deprive the people of the use of a safe, low-cost, proven effective antitussive by eventual ban on DM.
DM has become popular among certain sects , to overdose themselves on DM because of its stimulant effects. So, the medline study has the first effect of discrediting legitimate use of DM, so it can eventually be banned, as this current generation of chemists have no recollection of the efficacy of DM from studies done 50 years ago. Calling it a placebo, non-efficacious, is a laughable proposition by any decent medicinal chemist. Next step will be to withdraw all DM from shoppe shelves, in literal overnight fashion, as was done with phenylpropanolamine, ephedrine, tryptophan, etc.
