I'm assuming you're talking about one of the Norelcos from the men's range, which are the only ones designed for use on the face. Don't even try using one of the "women's" Norelcos on the face.
It's a very long time since I started shaving with a Norelco -- by borrowing my father's when I'd come home from school at night when he wasn't there to notice it being borrowed :-) But I do think it was probably helpful that it was in the late afternoon I was shaving -- any irritation had a chance to disappear overnight.
More important, though, is to make sure you never allow the hair to get long enough to get tugged at by the cutters. Anything long enough to be cut by the trimmer should be cut by that first. Remember that the men's shavers are for facial hair that's just showing through and no more.
And don't go over the same area again and again in the course of a few minutes.
You don't say how often you're shaving. If it's every day then it's far better to give your face a shave in the evening then a very quick shave again in the morning than to go at it for several minutes at a stretch. If you're only shaving your chin, then ten seconds would easily do it.
Some of the Norelcos I've had have had an adjustment for how gently you want them to shave.
I really didn't find the irritation lasted and after shaving with a Norelco for most of the last 35 years I can say it's really the most trouble-free way I know for hair removal.
When I started, it was my moustache that was the only area that really needed shaving. However, much more recently I've begun to get real bristly growth on my chin and I really appreciate the Norelco more and more.
