A tincture without alcohol isn't a tincture...made with water, it's a tea (or decoction); made with vegetable glycerine, it's a glycerite.

Note the last section - if one has an aversion to alcohol for whatever reason, simply put the dosage of tincture in a glass, splash it with boiling water, and the alcohol will evaporate :)
