First you disperse the pathogen via Chemtrailing, Food Chain or via Bird->Mites, you then go public by causing some strange accident like that.

We found Botulism long before the big scare a couple of years ago.
We found Anthrax a long time before the postal scare after 9/11.
We found Listeria before Maple Foods, finding it again now.

All this accidental stuff is just to deflect from the real campaign hidden from those unwilling to believe in Conspiracies.
