In what particular application did the WHO suggest 200 PPM as a safe limit for chlorine dioxide?
I should also point out that chlorine dioxide is unstable everywhere. This includes in the air as well as in liquids.
It quickly breaks down to the chlorite ion. The formation of chlorate and chloride takes some time. Only around 30% of chlorite ends up as chloride. The remaining 70% is passed in the urine as chlorite ions. Also, in rats the half life of chlorite is around 42 hours.
This means that when you drink a solution that has chlorine dioxide in it, the chlorine dioxide breaks down to chlorite about the time the solution hits your tonsils. The chlorite circulates in your blood and finds its way into your organs. A small portion eventually breaks down into chlorate and chloride, but the majority is eliminated in the urine as chlorite, with a half life of around 42 hours.
Keep in mind that this is a "best guess" based on studies using radioactive isotopes in rats. No studies like this have been done with humans, and there are no test methods available to determine the chlorite, or chlorine dioxide levels in humans.
