Was your wife evaluated by an ENT and did they order a CT scan of her sinuses? If not that is the first thing she needs to do.
If she did, and was still told it was allergies, then it might be worth your while to get tested. Allergies often start in women in their teens/early 20's. It has something to do with hormones. Allergies are much more than a runny nose, so do not assume it can't be allergies. You can have year long allergies, especially in a mild climate like Florida. Dustmite allergy is another source of year round allergies, and dustmites thrive in humidity. The fact she feels somewhat better in the dry winter makes me suspect a possible mold allergy. I have many allergies, and I never had the runny nose thing. It was always instant congestion for me. ANd sinus congestion = sinus headaches.
Flonase is an effective nosespray for both allergies and sinusitis. The problem is if you are severely congested, you end up just spraying on the mucus and it never reaches the nasal tissue. My allergist described it as putting oil on water. Using a saline nasal spray or nasal irrigation and blowing your nose beforehand will help the Flonase reach the nasal tissue.
It is also possible she has neither sinusitis or allergies, but has sinus polyps. Again, she would have to get a CT scan to diagnose. I had a friend who suffered from polyps for years, and kept complaining allergy meds didn't work, she finally got a CT scan which showed the polyps.
