if they legalized the drugs... what would happen to all the drug lords? Would they become more powerful? Would they have a greater influence in government?

The only thing I see is public opinion changing... Mao's way guarantees success because he goes after the source, not that I agree with it. As long as there are users there will always be drug problems.
