Personally I think everyone has different things that can cause a flare up... but I would agree with you that chlorine could be one of those for you...Despite what the government may say about how safe it is to drink...in my opinion they are full of it. If Chlorine is one trigger for you then I would suggest sourcing a more pure form of water.. Alkaline Water is best. I live in the country and we use rain water for drinking ( which I do boil) just to be sure. I did come across a website that had shower heads to filter the chlorine while bathing as well...may be helpful for you...I think identifying your triggers is really important.
