In answer to the question in your subject heading, yes. I figure you can meet someone anywhere really although perhaps some ways are better than others. I met my husband on eHarmony and he is the bestest!!! There are free sites and pay sites. Most I didn't love because there isn't a good way to match you up and filter you from the general public. It was like being out in public, trying the random guy and more tedious because you didn't get the fun of flirting with someone cute at the same time, lol! eHarmony is a paid site but I liked it b/c the guys were more like what I was looking for: educated and fit.
