made the power companies refund the monies scammed by their trading desks

Gray Davis era- also they put many, mnay samll to medium sized businesses out of business because the bills jumped so incredibly high in that period

Now there is some funky averaging that they do so the high months are blunted by the low months (what low months?)

Generally speaking that put the state budget in the tank, and really we have not recovered since
