Not sure about the gel electrodes, some of them have high internal resistance that reduces effectiveness.

You can put the electrodes over the veins but do not expect significant results unless you use metal electrodes.

When using metal electrodes, always cover the electrodes with paper towels or cloth and wet thoroughly with salt water.
