Dry fasting speeds up the process of water fasting, but usually isn't recommended for more than 2 or 3 days at a time. It will accelerate healing and probably weight loss, but you have to be careful that you don't let yourself become dehydrated. I've dry fasted for 2 days maximum, and I noticed that my hunger was easier to deal with than when drinking water. However, I think just drinking a minimal amount of water (sometimes just a few sips in a day) during a longer fast is safer and almost as effective.
I am currently fasting one day a week, and I usually don't drink water that day. But if I felt like I really needed it, I would drink a little.
Breaking the fast and starting again right away wouldn't be a good idea if you've fasted for more than 3 days. I would take at least a week to refeed in that case, or longer if you fasted more than a week. But if it was less than 3 days, you were just getting started, so it probably wouldn't be as big of a deal. Just be careful to eat some fruit first before you dive into the heavier stuff.
