I have not tried Celery seeds to lower blood pressure but I have tried Celery juice and it worked GREAT. I juiced approx four stalks and drank one jigger glass (1 1/2 oz). My blood pressure dropped 30 points in 30 minutes and stayed down for about four hours. I found out that if I drank a maintence shot every week for a month my BP stayed around 115/70. Total cost for the celery--$1.25 per week.
