If your dentist agrees I would say yes to the disinfectant. I don't see why the dentist would disagree.

Diluting the 3% peroxide would not be a bad idea since this will also dilute the acid stabilizers.

Simmering will not extract pau d' arco properly. I tried this before. It needs to be actually boiled for about 20 minutes to properly extract it.
