The activation is done with an acid. Some people add juice afterward to dilute the solution. It is possible to use up all the ClO2 in the dose simply by adding juice to it, depending on the juice used.

To get consistent results, you are far better off simply diluting with water. That way you can monitor the amount of ClO2 in the solution and make adjustments accordingly.
