Its not complicated is it. If you put a teaspoon of Sugar in a cup of water or a pint it's still a teaspoon though the ppm is very different.
What is hard to understand about that?
Perhaps I didnt explain it clearly enough for you and that's why you are confused
but it makes perfect sense to me
