I guess you will say, to fool the public that it wasnt the explosives planted by arabs because arabs cant get explosives thus everyone would know it was the government.

Very convoluted thinking. I am going with Occams razor. The government knew it was coming and let it happen, just like pearl harbor and gulf of tonkin, so they would have an excuse for war, which the MIC wanted and Bush and Co. wanted. Blood for No Oil, to raise the price of oil and make B & Co. richer.
