I found a website that claims you can make a home remedy to treat your lips, but the catch is you have to pay to download the recipe. I'm thinking about paying for the recipe, but I don't know if it's going to work or not. Has anyone tried this website before?

It sounds like a rip off scam or hoax from the website.
