ClO2 is actually chlorine dioxide, and has a neutral charge.
ClO2 - is the chlorite ion, and has the negative charge.
If we continue on, we have:
ClO4 - is the perchlorate ion, and has a negative charge.
ClO3 - is the chlorate ion, and has a negative charge.
HClO2 is chlorous acid, but it is also referred to by some as ClHO2.
HClO is hypochlorous acid.
OCl - is the hypochlorite ion, and has a negative charge.
Cl2 is chlorine.
and Cl - is the chloride ion, and has a negative charge.
While these are all in the same family, there are actually a lot of differences in their behavior.
