The serotonin produced in the gut is used in the gut. While I would certainly agree that there is a major correlation between diet and positive mood/lack of depression, I don't think this is it. The whole insulin spike => serotonin spike (carried across the blood-brain barrier) => subsequent crash is definitely more significant, at the least.
