The link you gave above is very interesting but it is another recent patent application by a different company which describes other ways of preparing chlorite to make it less toxic
this is rather puzzling and I'll need to have a closer look.
TCDO though I believe is prepared by oxidation of sodium chlorite with hydrogen peroxide or similar (I cant find the link that showed how exactly) and I think TCDO is then stable in the blood so it doesnt produce ClO2
In the patent for WF10 CLO2- (chlorite ions) are mentioned but not ClO2. WF10 may work in the way descibed here.

where does it say ClO2 destroys bone marrow?
Sodium chlorite can inhibit bonemarrow function but I have read elsewhere that chlorite can help treat bone marrow degeneration.
My understanding is that sodium chlorite is much more toxic than ClO2 in the blood but ClO2 of course can cause damage to RBCs in large enough amounts or if RBCs are deficient in reductants
