Yes because liquid Iodine solution can be absorbed directly into the bloodstream through your stomach lining. It attaches itself to the wall of the stomach and absorbs through.

I also paint it on my skin a couple of times per day. I would not recommend doing this alone, as I think internally provides the most benefit.
