Sorry for the confusion...let me clarify. We're talking about two different reasons for not moving the bowels...one is when a person is eating a normal diet and they are constipated, the other is when they are fasting and not taking in any solids. Since the eating of food stimulates peristalsis and fasting means you're obstaining from eating few if any bowel movements are produced...hence the use of laxatives, salt flushes of enemas. Psyllium is a soluble fiber that adds lots of bulk and responds more like solid food in the digestive system...but if your system is empty it will take several hours for it to work its way through. The p&b should begin to produce bowel movements within 1-2 days if you have been fasting. If it does not, I would suggest drinking a big glass of warm water first thing in the morning and also taking an enema or colonic, if necessary. Using p&b along with laxatives or salt flushes is somewhat counterproductive because the p&b is rapidly flushed through the system and doesn't have the opportunity to substantially absorb toxins and sweep the intestines.
I hope this clears up your confusion.
