Too little activator. If you don't want to count drops of activator (I don't) then follow this plan. When using 1 to 6 drops of Miracle-Mineral-Supplement , use 1/4 teaspoon of activator. When using 7 or more drops of Miracle-Mineral-Supplement , use 1/2 teaspoon of activator. More activator will not be a problem. I follow this, after 3 minutes, with 1/2 cup of water.
