It's a PITA to administer and its effectiveness fades quickly. You have to get one injection per month for several months in the beginning and then some boosters every 2 or 3 months. No wonder it hasn't gone over well. See the discussion at

It's a dead virus type of vaccine so the antibodies it engenders fade away fairly quickly. It would appear that an altered live virus vaccine would be much more effective and there's work going on toward that, but since it's a live virus, many more safety concerns have to be overcome. It's going to take a while.
Sorry this isn't what you were looking for. I believe that the Russian and Bulgarian vaccines that have been around for many years fall into this same category.
