It may help without activation as it will be activated in the stomach and blood but it will be more effective if you activate it otherwise it may not be sufficient to overcome the infection. There is no way you can breath enough chlorine dioxide this way. You breath a lot more using it as a mouthwash which biosafe uses himself
even if a minute amount gets into you lung most likely this will take out a pathogen rather than anything else
