chlorine dioxide is a gas in an aqueous solution, lust like chlorine.
The gas replacing the oxygen the lungs need.
Chlorine was used as a poisonous gas in world war two, it starved the lungs of oxygen,
chlorine dioxide acts chemically similar, although worse because of it sourcing ability as a gas.

in rabbits exposed to 2.5 ppm chlorine dioxide, hemorrhagic alveoli and congested capillaries were observed in the lungs.
