the earth is overpopulated already. The solution for people of low intelligence is to give them free access to In vitro fertilization. YOu could have morons producing geniuses. Unfortunately most people are so egotistical that they would rather give birth to their own genetic moron and than an IVF genius from a donor.

In fact there is this Lobster clawed lady tv announcer (beautiful looking and intelligent) who went and had several kids knowing her deformity was hereditary and she did pass it on to her children who were not too happy about getting it.
