Because they do not pose the same threat to it's people and arab neighbors on the same scale. Saddam invaded Kuwait and tried to do the same with iran.

Now iran and syria pose a threat with it's tentacles of hezbollah and hamas in other countries. The sunna Saudi Arabia are very concerned everywhere as well as Lebanon.

Somalia is trying to take care of it's own problems with some help. The UN can not act on Darfur, because it can not get support from surrounding black african countries that only want to permit black forces to handle the situation.
