I've noticed that my skin seems to get worse and breakout with painful cysts whenever I try using panoxyl benzoyl peroxide 2.3% ointment, should this happen?

being forced to use a hydrocortisone cream now in an attempt to lower the inflammation and redness - although the cysts will still be there.
