 Hey Tom could you do me a favor, take the solution you believe to be 10ppm of free Clo2, pour 2/3's out and fill glass with water. When testing I would like you to as quickly as possible just dip the test strip in and out and tell me what reading you get.

 Go to www.cancertutor.com you naughty boy, they tell you not to use real lemon etc. You poor bugger, no wonder your confused. Hence the need for a professional standard.

The addition rate table is for sodium chlorite fully converted. 

 You mention your pH, the pH of the diluted solution should be in the 5-7 range, no matter the activator.
