The tongue-in-cheek bit. Sorry I stumped you, glad it got straightened out.
I had to jump in as I agree with dp9 that this idea of the government making a rule about who and how many kids anyone ought to have is a Hitlerish type of oppresive nightmare. I wonder if when people call for governments to control every facet of life like that, if they realize that the experiment has been run many times before in history, with very tragic consequences.
