Yes he is back, likely he never completely left, and he is using multiple IDs as always.  I suspect that the newest incarnation is SicTransit, though he may have figured out how to be tricky with the IP.  The continued voting pattern indicates that there are two or three likely IDs in play, which would explain at least some of the nameless negative votes being cast here in this forum as well as the self votes and negative votes in the Vaccine Debate forum.

Sometimes it takes more than one cleansing to get rid of toxic waste.
