In general, I would say guys are less concerned about "hurting" others; hence, his ability to fool around with others (like you) while bitching about his gf.

This may be experience talking, but i just wouldn't believe his talk about WHY he can't break up with her, why he can't "hurt" her, etc. Actions speak louder than words. Until his actions tell you differently, he just wants to have a gf and fool around, too.
