IF the "genetic" basis can be proven, which I doubt, could it have been as a result of parental DNA changes caused by parental vaccination or exposure to certain pharmaceuticals/toxins?

Genetic manipulation can and does occur due to environment, diet, etc... it is called adaptation. Of course in certain instances adaptation to certain environmental influences and pressures is difficult or impossible to overcome and a species goes extinct.
