Well there's another take on a different perspective.

Perhaps if you sent the message to your ex and he called you back, you might have gotten by accident in some kind of argument, I don't know and you don't know how he was feeling at that moment when you tried to send and since you were feeling very happy at that moment, the Universe send you a signal that it might not be wise to disturb your emotional state you were experiencing.
