I cannot find in any of his writngs the Quote you give above and having read most everything he has written about Miracle-Mineral-Supplement , and not recalling what you mention, I think you must be mistaken or confused.

In his writing and interviews he mentions that it Kills anerobic(lives best with out oxygen) bacteria but not aerobic bacteria (best with oxygen). Maybe that is the cause of the confusion.
