borax is not really toxic in small amounts. I add maybe one or two tablespoons per bath.

calcium also binds with fluoride so you might try adding a water soluble form of calcium like calcium chloride. feel free to add as much calcium chloride as you like and that will be a nice way of taking in some transdermal calcium.
