The idea being, the oil (preferably sunflower or sesame) is a medium which can trap and hold 'debris' from the blood.

The area of the mouth especially under the toungue - the membrane in which you take sublingual medicines into the bloodstream - is capable of doing an exchange in 'reverse' and also pulling from the blood stream (like a filter) Within 15-20 minutes all of the blood in the body has passed throught this area.

(This detox effect is aside from cleansing/detoxing the mouth)
