I do suspect that there was more than that to it, but yes, the local animal control did use that as an excuse to confiscate a persons dogs and subsequently give them to someone else.

I also remember of a woman who called and told me that she lost custody of her children because she had use a zapper on herself and that the child care authorities had concerns about her mental state. Also, possibly more to this one.
