I agree about the supportive energies being the key rather than stimulatory. However I think that water with inherently low energy may require a certain amount of stimulation to enable the initialization of recursive or torsion energies so that the water may return to that pristine state of a healthy, energetic substance.
Perhaps that stimulation is provided by the ionizing of the water. It sounds good in theory anyway...
