My guess is that this is a bacterial problem that often comes up with hair, esp curly hair, but more often when the hair is shaved and then grows out.

I'd suggest an anti-bacterial remedy such as "bikini-zone" from the drugstore. Women use it for shaving bumps and it might work for you if yours is bacterial in origin. Probably trying it would be the only way to know for sure. Good luck.
