Try using a product specifically for lip exfoliation (Aquafina makes one, so do most higher end skin care lines. Philosophy would be my 1st choice). Follow it with a thin layer of Neutrogena Norwegian formula hand cream, let that absorb then seal it in with a lip balm.

I seem to have beaten mine with L-lysine (1000mg twice a day) and a stress formula B-vitamin complex. I had to stay on the Lysine for a few months before I could quit it without relapsing. That hasn't worked for everyone, but the supplements are pretty inexpensive. Might be worth a try...
