In West coast circles 420 has been said to be the "police code" for a person using marijuana. This date and time of day is now part of the "pot" culture as a significant time for people to light up altering their state of consciousness. If someone is talking about 420 they are referring to getting stoned! Drawing a connection between 420 and 108 is a whole different thing. 108 occurs in nature as a pattern representing a law of nature. 420 was simply a code made into a reference for stoners to partake in their ritual.
