Thanks for that info. The pdf looks especially interesting, but I often have a different idea of what consitutes "interesting" :)

No offense to you. You might appreciate this more if you had been on the non-receiving end the way I have the past 2 years. I find it interesting that A) Ben Franklin seemed to have mail delivery pretty much figured out 230 years ago and B) I've already proven the problem doesn't happen as long as people are willing to address mail intended for me by not deleting a critical piece of info - namely the name of the town I live in....meanwhile, C) other people, like those who work at my bank, utility company, department of transportation, etc, suggest that this problem might go away IF I/they delete the correct town name, substitute a different town name AND suffix some additional numbers to the end of the "normal" zip code.......numbers replacing names, where have we heard or seen that before ? ;)

Just to take this one more level. The zip code thing came about in the 50's, although it took until the early to mid 60s to get the people indoctrinated in ernest with it. I still remember elementary schoold teachers teaching the importance of this particular dogma. Meanwhile, also in the 50's there was a fairly significant re-write of the bulk of fraud "laws" used to enforce income taxation collection practices. Try to keep in the back of your mind that just like SS #s, use of Zip codes was introduced by politicians as "voluntary"...."just something to help the mail get through" nod nod, wink wink. Likewise, the filing of income tax forms (like 1040) has been characterized as "voluntary assessment" by politicians and government agents as recently as the IRS Commissioner (not the present one, but the one prior). Meanwhile, woven within the mass of fraud generally referred to as "our present body of tax laws, statutes, regulations, policies and procedures", there is a mechanism intended to help the interested parties prop up the notion that our income tax system is legitimate; Revenue Districts. Ever heard of this device, Revenue Districts?

"The receipt of mail with a ZIP code is one of the requirements for the IRS to have jurisdiction to send you notices. The government cannot bill a Citizen of Illinois, because he is not within the purview of the MUNICIPAL LAWS of the District of Columbia. In fact, the Internal Revenue Service has adopted the ZIP code areas as Internal Revenue Districts.". In other words "zip code" is another name for the device known in some quarters as "revenue disctricts"

Once upon a time, the Federal Government, to which the IRS agency has long been fraudulently treated as though it is a legitimate attachmet of, had exclusive jurisdiction only over the people living in places like Washington D.C., Puerto Rico, Virgin Islands, American Samoa, and military fortes "magazines"....."federal enclaves", and the like. Over the years the Federal Government has been gradually inventing devices intended to induce or lure people who are not within their jurisdiction to voluntarily apply to be treated as though they ARE within their federal jurisdiction....hidden contracts...are a real bitch...and then we die :(

PS - the USPS is a private corporation, as is the Federal Reserve Bank, the IRS, the U.S. Marshalls Service, etc. These private corporations are treated as though they are government agencies IE> quasi-government agencies. These are not legitimate government agencies. However, people migth wish to consider the gravity of a situation whereby people treat a non-agency as though it is a legitimate agency with legitimate function within the U.S.G., which itself, on paper at least (government paper at that) is and has been a private corporation since somewhere between the end of the Civil War and the reign of fdr, ergo U.S.G. Inc.

There is an old axiom, I believe history has acredited it to being first mouthed by some great socialist from many years ago. It goes something like this: so long as the common people are content to submit themselves to other people as though they (the other people) have some power/influence/authority over the common people, these other people, by gum, are going to allow this to happen...they generally are not going to complain one bit about this otherwise splended siutation.
