Your concern about the city water is justified. Is there any way you can get a good water filter for the tub? (Sorry, I'm not much help at recommending one).
However, even if your skin absorbs stuff from the city water, I think the benefits of the detox bath outweigh the negatives of city water. I don't have a good water filter either, but I always feel great after a detox bath, and even better the next day. I wish I had started using it earlier in the MC! It would have decreased the toxin symptoms and improved my mood earlier. I hate being cranky! It's not natural for me anymore.
If you go to a natural medical practitioner, ask them for a water filter recommendation. Or try Consumer's Reports (or a similar publication) to see if they have an article which compares water filters. The key is to change the filters often.
I've also had trouble finding pH strips. You could try phoning drugstores and health stores in your area until you locate a source. You might be able to talk one of them into ordering them for you. Also, you can get them through Vitacost and other online supplement suppliers. You could also try eBay.
